The Barcelona Zona Franca Consortium has undertaken to make its website accessible in accordance with Royal Decree 1112/2018, of 7 September, on the accessibility of websites and applications for mobile devices in the public sector (hereinafter, Royal Decree 1112/2018, of 7 September).

Applications and complaints are registered in accordance with the requirements established by Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.

 

Application procedure

The application procedure set out in Article 13 of Royal Decree 1112/2018 can be initiated by the “Contents accessible to the web” select the option “Go to procedure”, “New registration”, “Log in with your Cl@ve” and select the appropriate identification method to access the form.

If once a request for accessible information or complaint has been made, it has been rejected, you do not agree with the decision adopted or the response does not meet the requirements of article 12.5 of RD 1112/2018, you can initiate a complaint for

  •       To know and oppose the reasons for the dismissal
  •       Urge the adoption of the appropriate measures in case of disagreement with the decision adopted
  •       Explain the reasons why we consider that the response does not meet the requirements.

A claim can also be initiated in cases where 20 working days have elapsed without having received any response.

Complaints will be received and processed by the Responsible Accessibility Unit (URA) of the Ministry of Finance and Public Function as the hierarchical superior of the Responsible Accessibility Unit (URA) of the Consorci Zona Franca Barcelona.

 

The commitment of the Consorci Zona Franca de Barcelona to accessibility

This website applies the requirements of the UNE-EN 301549:2022 Standard, considering the exceptions of RD 1112/2018.

The Consorci Zona Franca de Barcelona website has been built with the aim of facilitating universal access to all people who consult it, regardless of their physical, sensory or intellectual abilities, and the technical context of use with which they do so (type of device, software, connection speed, environmental conditions, etc.).

That’s why we work to remove barriers that hinder access to information and communication.

The commitment of the Consorci Zona Franca Barcelona is to achieve the “Double-A” (AA) level of conformity, as required of public administrations by European and national legislation.

 Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 establishes the rules required of Member States so that all websites and mobile applications in the public sector, regardless of the device used to access them, comply with the accessibility requirements set out in the UNE-EN 301549:2022 standard, on accessibility requirements for the public procurement of ICT products and services in Europe.

The UNE-EN 301549:2022  standard is mainly based on the Web Content Accessibility Guidelines (WCAG) 2.1, of August 2018. Specifically, it is necessary to comply with level AA. However, the standard also has other additional, mandatory and conditional requirements.

The directive is mandatory, but it is not directly applicable, which is why a royal decree has been developed at the state level that develops the scope and requirements, at least. The state transposition is Royal Decree 1112/2018, of 7 September, on the accessibility of websites and applications for mobile devices in the public sector.
