The CZFB and the Sant Feliu de Llobregat City Council sign a protocol to municipalize the El Pla Service Centre

- The agreement establishes the roadmap for the possible acquisition by the City Council of 53.91% of the asset in a non-binding operation, which is expected to be completed before the end of 2027.
Barcelona, June 15, 2026.- The executive president of the Barcelona Free Zone Consortium (CZFB), Pere Navarro, and the mayor of Sant Feliu de Llobregat, Lourdes Borrell, signed this morning a memorandum of understanding that sets out the roadmap for the future transfer of the Consortium’s stake in the joint ownership of the El Pla Service Centre to the local council.
The agreement envisages the possible acquisition by the Sant Feliu de Llobregat City Council of 53.91% of the stake currently held by the CZFB in this facility, located in the El Pla industrial estate. This operation will make it possible to consolidate full municipal public ownership of the property and strengthen local management of the asset.
The executive president of the CZFB, Pere Navarro, explained that “what we are doing today is the result of a shared effort that we have been working on for some time and that expresses a clear idea: cities evolve, needs change, and institutions must know how to adapt in order to continue generating public value. In 1993, when the El Pla Service Centre was launched, Sant Feliu de Llobregat had very different needs from today. Today, the city looks to the future with new challenges linked to innovation, improving people’s quality of life, and generating opportunities. In this context, it is good news to move forward in the construction of the Business Innovation District, a vision that fully connects with what we advocate from the CZFB through DFactory: business, technology, talent, and territory working together.” He also recalled that “the protocol we are signing today precisely reflects this evolution. At the CZFB, we strongly believe in collaboration between administrations, because when we work together, things progress better; and when administrations collaborate, the territory gains capacity and a stronger future. Public and public-private partnerships are essential to drive innovation, economic activity, and talent opportunities. And facilities like this must be managed with the greatest proximity: the City Council is the one that best understands the reality of Sant Feliu and its needs.”
For her part, the mayor of Sant Feliu de Llobregat, Lourdes Borrell, stated that “the future Business Innovation District is a city project that looks to the future, but also responds to present-day challenges. We are laying the foundations for Sant Feliu to become a hub for talent, innovation, and opportunities in the Baix Llobregat, to generate quality employment, and to consolidate the city as a benchmark space for innovative companies and professionals.”
The protocol defines the framework of actions required to carry out the operation, including economic valuations through independent property appraisals and the analysis of the joint ownership’s equity. It also establishes the need to complete the corresponding legal studies and to obtain the necessary administrative authorizations and internal approvals from both parties before formalizing the transfer.
The protocol is non-binding and does not constitute a sale agreement, but rather acts as a programmatic guide structuring the process required for the potential operation. The final formalization of the transfer will be subject to compliance with all legal and administrative requirements, as well as the signing of the corresponding legal title.
Both institutions have expressed their intention to complete this operation before December 31, 2027, provided that all required procedures are successfully completed. This step is part of the CZFB’s strategy to review and optimize its real estate assets, as well as the interest of the Sant Feliu de Llobregat City Council in strengthening public ownership and simplifying the legal framework of the El Pla Service Centre.
